Quote to Policy
This guide walks through the full lifecycle an underwriter follows to take a submission from intake through to an issued policy.
The lifecycle at a glance
Every submission moves through these stages:
Received → Incomplete → Rated → Quoted → Referred/Declined → Bound → IssuedAt each stage you have specific actions available. The platform tracks where every submission sits and shows SLA timers so nothing falls through the cracks.
Status definitions
| Status | What it means |

| Received | Submission arrived, not yet processed |
| Incomplete | Missing information or documents — action needed |
| Rated | Rating engine has calculated a premium — ready for review |
| Quoted | You've issued a quote to the producer/insured |
| Referred | Flagged for senior review (authority exceeded, risk concerns) |
| Declined | Risk does not meet appetite — decline letter sent |
| Bound | Policy bound, pending final issuance |
Step-by-step flow
1. Receive the submission
Submissions arrive on the Submissions page. They can come in via:
- Producer portal upload
- Email intake
- Manual entry (you create one using the New Submission button)
Each submission card shows the insured name, line of business, state, effective date, and an appetite score (color-coded dot indicating how well the risk fits your program).
SLA tracking
The orange chip on each submission shows time remaining before escalation. If it turns red, the SLA has been breached and the submission will be flagged for supervisor attention.
2. Review the submission
Open the submission to see the Submission Detail page. Key sections:
- Submission details — Parsed data from uploaded documents
- Fraud Signals — AI-generated risk flags (if any)
- Document List — All supporting documents
- Missing Items — What you still need before quoting

3. Quote the risk
When the submission reaches Rated status, the rating engine has calculated a premium. Click Quote on the submission row or detail page to generate the formal quote.
The system will return one of three decisions:
- Quote — Premium calculated, ready to proceed
- Refer — Risk needs senior review before proceeding
- Decline — Risk does not meet appetite
If quoted, you can view the Rating Result Card with the full premium breakdown: base premium, rating factors, coverage-by-coverage split, and final premium.

4. Bind the policy
Once the insured accepts the quote, click Request Bind to create the policy. This triggers the approval workflow:
- If the premium is within your authority level, the bind may auto-approve
- If it exceeds your authority, it routes to a senior underwriter or chief underwriter for sign-off

5. Issue the policy
After bind approval, the policy is created. The Packet tab on the policy detail page contains the Policy Packet Builder — a four-step workflow:
- Select Forms — Choose from the form catalog for the line of business and state
- Review & Finalize — Review the manifest and lock the packet
- Send Packet — Email the packet with a secure PDF download link
- Delivered — Confirmation with message ID and recipient details
